1. General provisions
1.1. The Board of young scientists at the Institute of Solid State Chemistry (hereafter referred to as BYS ISSC) is an elected public body attached to the Directorate and the Academic Council of the ISSC UB RAS, which represents the professional and most important social interests of scientists and specialists under 35 working in the ISSC UB RAS.
1.2. The BYS ISSC is elected in accordance with established procedure from young scientists and young specialists working in the ISSC UB RAS, as well as from post-graduate students studying at the ISSC UB RAS.
1.3. At the head of the BYS ISSC is the Chairman of the BYS who enters into the Scientific Council of the Institute with the right of decisive vote if he has an academic degree or with the right of advisory vote if he has no academic degree.
1.4. The Director of the Institute makes one of the Deputy Directors responsible for the coordination of the BYS activities with the management of the Institute.
2. Main objectives of the BYS ISSC
2.1. In order to promote rapid professional advancement of young scientists and young specialists working in the Institute, the BYS ISSC:
2.1.1. holds annual conferences of young scientists of ISSC (which may be participated by students doing practical work at the Institute);
2.1.2. organizes competitions of scientific works of young scientists and ensures involvement of young scientists and sometimes of doctors of science under 40 in them;
2.1.3. collects and disseminates information about foundations supporting young scientists;
2.1.4. in coordination with respective departments at the Ural State Technical University and the Ural State University, promotes specialization of students under the direction of scientists working in ISSC;
2.1.5. provides information about forthcoming youth schools, workshops, conferences within the Institute’s profile and, if necessary, gives financial support to young scientists and postgraduates of the Institute for their participation in such events;
2.1.6. initiates and organizes conferences, schools, and workshops of young scientists, as well as inter-institute scientific seminars and lectures of leading scientists;
2.1.7. administers its page on the ISSC server and provides it with day-to-day information;
2.1.8. promotes proliferation of modern software and study of foreign languages.
2.2. In order to solve the social problems of young scientists and young specialists of the Institute, the BYS ISSC:
2.2.1. together with the trade union committee and the administration of ISSC UB RAS, controls the use of hostel rooms assigned to the Institute and assists in finding solutions of housing and other social problems of young scientists, young specialists, and post-graduates of ISSC;
2.2.2. assists in organization and conducting of sports, health-improving, and cultural actions among young people;
2.2.3. solicits for walfare, preferential tickets etc. for young scientists.
3. Principles of organization of the BYS activity
3.1. The BYS ISSC works on the basis of the annual plan. It makes a report about its work during a reviewed year at the general meeting of young scientists of the Institute convened at least once a year and at the meeting of the Academic Council of the Institute.
3.2. The BYS activity is financed from a special fund in accordance with an annual statement approved by the Institute’s administration. The fund is formed from allocations from Russian and foreign grants, agreements, and contracts.
4. Election of the BYS ISSC
4.1. The BYS ISSC is formed from young scientists and young specialists under 35 (at the date of election). The members of the BYS ISSC are elected by direct vote (simple majority) for a period of three years at the general meeting of young scientists, young specialists, and post-graduates of the Institute. The meeting is considered legally qualified if more than a half of young scientists, young specialists, and post-graduates on payroll are present at the meeting. Those who are on business trips or administrative leaves or are absent because of illness are not included in the payroll.
4.2. The Chairman of BYS ISSC is elected from researchers under 35 at the date of election for a period of three years by secret or direct vote (as decided by the majority of those present at the meeting) by simple majority of young scientists, young specialists, and post-graduates of ISSC UB RAS.
5. Order of work of the BYS ISSC
5.1. The BYS ISSC holds its sessions periodically as needed, but not more rarely than once a quarter.
5.2. The BYS ISSC can take decisions if more than a half of its members are present at the session. Decisions are taken by direct vote by simple majority.
